Chandigarh Mock Drill: Chandigarh will join 243 other districts across India today (May 7) in a large-scale mock drill, following the recent terror attack in Pahalgam, Jammu and Kashmir, which claimed the lives of 26 people. The Union Home Ministry has directed this exercise to simulate wartime scenarios and test public and administrative response systems.
The city will witness two key drills, one at 4 PM and another at 7:30 PM, including air attack warning sirens and a mandatory blackout period. The exercise will be carried out with the involvement of police, fire services, health departments, NCC, NSS, and civil defence volunteers.

When and Where? Timing Details for Chandigarh Residents

    4:00 PM: First mock drill begins. A long siren will sound, signalling the start of the emergency preparedness exercise.
  • 7:30 PM to 7:40 PM: Second phase begins with air attack sirens and a 10-minute blackout.
  • All residents are urged to switch off indoor and outdoor lights during this time and remain indoors. Drivers must pull over safely and turn off vehicle headlights for the duration of the blackout.

    Safety First: What Citizens Should Do

    District Commissioner Nishant Yadav has appealed to the public to remain calm and cooperate fully. "This is just a preparedness exercise, not a real emergency," he said, urging residents not to spread rumours or panic.
    Here’s what you need to do:
      At the siren (4 PM or 7:30 PM), switch off all lights, including emergency lighting unless windows are fully covered with thick curtains or cardboard.
  • Avoid using mobile phones or laptops near windows. Keep screens dimmed.
  • Move to the safest part of your home—a room without windows or with strong cover.
  • Keep a torch, glow sticks, radio, dry food, water, and basic medicines ready.
  • Turn off gas stoves and electrical appliances immediately after the siren.
  • Stay updated using official channels such as radio or television.
  • Ensure that children and pets are kept calm and safe during the drill.
  • A short siren will indicate the end of the drill and signal that it’s safe to resume normal activity.

    Blackout Protocols for Institutions

    While hospitals and nursing homes are exempt from the blackout, they are required to use thick curtains and remain alert. All other establishments must follow the protocols strictly for the 10-minute window.
    Punjab Also Tightens Security Measures
    Neighbouring Punjab has divided its 20 cities into Zone-2 and Zone-3 to conduct coordinated mock drills. These exercises, happening simultaneously with Chandigarh's, are structured in two phases:
      Air Attack Simulation (Evening) – Focuses on emergency response, evacuation, and coordination among security forces and administrative staff.
  • Blackout Rehearsal (Night) – Complete lights-out in designated areas to mimic wartime tactics and reduce visibility to potential aerial threats.
  • Authorities in Punjab and Chandigarh alike emphasise the importance of community participation in these drills, underscoring that preparedness today could mean survival tomorrow.

    The drills are being conducted in the aftermath of the Pahalgam terror attack, which triggered heightened security nationwide. The Ministry of Home Affairs has rolled out Operation Sindoor, under which mock drills are being carried out in 244 civil defence districts.
