Mark Carney To Form A Minority Government After Winning Canadian Election. Here’s What That Means
Mark Carney will lead a minority government after the Liberals won 169 seats in Canada’s election, falling short of a majority. Carney must rely on opposition parties to pass legislation. The victory follows a dramatic political shift, with both Conservative leader Pierre Poilievre and NDP leader Jagmeet Singh losing their seats.

Mark Carney has led the Liberal Party to a dramatic political comeback and will become Canada’s next prime minister, heading a minority government, CBC News projects. The Liberals secured 169 seats, just shy of the 172 needed for a majority. This means Carney will have to rely on opposition support, likely from the Bloc Québécois or the New Democratic Party, to pass legislation and avoid triggering another election.
The election results, finalized after a delay in ballot counting by Elections Canada, mark one of the most remarkable reversals in Canadian political history. Just months ago, former PM Justin Trudeau's Liberals trailed the Conservatives by 21 points in public opinion polls.
But after Trudeau stepped down and US President Donald Trump ignited tensions with Canada through trade threats and provocative comments, the political landscape shifted. By spring, Carney had narrowed the gap and ultimately edged out a narrow victory.

Despite requesting a “strong mandate” from Canadians, Carney now faces the complex challenge of governing without a majority, navigating fragile alliances in a turbulent global and domestic climate. He must now lead the Liberal caucus in Parliament for the first time, negotiate cooperation from rival parties, and deliver on an ambitious platform that includes reducing interprovincial trade barriers by Canada Day.
Adding to the political upheaval, both Conservative Leader Pierre Poilievre and NDP Leader Jagmeet Singh lost their seats. Singh has announced his resignation as NDP Chief, while Poilievre, though defeated in his Ottawa-area riding, has not stepped down and expressed interest in staying on.
